The Participatory District Rehabilitation in Mogadishu Project began in 2010, building on interventions that started in 2007. The project aims at strengthening informal local governance structures, implementing projects for better services and upgraded public infrastructure, and improving livelihoods.

UN-HABITAT has been working to build and strengthen financial management systems at the local government level in Somalia for over a decade. Having started in 2001 with only one district in Somaliland under the Berbera Technical and Institutional Assistance Programme, the current phase of the intervention is being carried out as an integral part of the UN Joint Programme on Local Governance and Decentralized Service Delivery, and now covers nine districts in Somaliland and four in Puntland. Extension to one district in south central Somalia is planned.

The Habitat II Conference on Human Settlements (Istanbul 1996) singled out inadequate financial resources as one of the most serious problems affecting cities in developing countries. Fifteen years later, this still applies to most fast-growing cities in the developing world – in particular, urban centres in conflict and post-conflict situations.
