Mid-term Evaluation Global Land Tool Network (Evaluation Report 3/2011)  

A mid-term evaluation of the Global Land Tool Network (GLTN) was carried out to inform the planning and decision-making of the second phase of GLTN. The GLTN was launched in June 2006 with the goal of contributing to poverty alleviation and the Millennium Development Goals through land reform, improved land management and security of tenure. The Network is supported by a project implemented by UN-Habitat and funded by the Swedish International Development Cooperation Agency (SIDA) and the Government of Norway. The evaluation found that the GLTN had made impressive progress in achieving its expected outcomes, given its limited staff base and the short time in which funding has been available to implement activities. Further efforts are now required to reach national governments and those designing land projects.

Review of UN-Habitat's Participation in the Delivering as One UN Initiative (Evaluation Report 5/2011)  

The review covers the opportunities and challenges of UN-Habitat's participation in the Delivering as One (DaO) United Nations Initiative, and makes recommendations for a more rational, coherent and effective participation. UN-Habitat is currently active in six pilot DaO countries: Cape Verde, Mozambique, Pakistan, Rwanda, Tanzania and Vietnam. The review was requested by the UN General Assembly, for consideration by Member States, and conducted by two independent consultants during the period from March to June 2011. A key finding of the review is that effective participation of UN-Habitat in joint programming has the potential to enhance its visibility and sharpen its comparative image. It also finds that establishment of National Urbanisation Committees or National Urban Forums with membership drawn from the Government, civil society groups and the private sector will be important to position the urban agenda at country level, and that UN-Habitat Headquarters should streamline its structure and working modality to enable it to "deliver as one".

Evaluation of the Experimental Reimbursable Seeding Operations (ERSO) (Evaluation Report 6/2011)  

The Experimental Reimbursable Seeding Operations (ERSO) programme was designed and implemented to increase sustainable financing for affordable and social housing and infrastructure during a four-year experimental pilot period, 2007–2011. This report is the evaluation carried out to assess progress on implementation of the ERSO programme during the experimental pilot period, and to suggest alternatives for more effective implementation of future activities.

Forward Looking Evaluation of Gender Mainstreaming in UN-HABITAT (Evaluation Report 1/2003)  

Since 1991, UN-HABITAT has been implementing programmes addressing women’s empowerment and gender mainstreaming in its’ overall activities. This evaluation assesses what the Women and Habitat Programme (WHP) and the Gender Unit have achieved in these areas. The Evaluation also focuses on understanding the relevance of UN-HABITAT partnership with organizations dealing with women and habitat issues. Information and views were gathered from UNHABITAT staff and documents, as well as key partners. In addition, selective case studies were carried out in Tanzania and Ecuador, to assess the effectiveness of WHP’s operational programmes. The evaluation report outlines the history, lessons learned, useful indicators for gender mainstreaming; and recommendations for strengthening gender mainstreaming in UN-HABITAT’s future work.

Evaluation of the Safer Cities Programme  

Rather than being a technical evaluation of this global project, this is a strategic review of the Safer Cities Programme, which takes as its point of departure the assessment of the Safer Cities for Better Governance project. The objectives of the review are to assess the performance of the project, to identify the impact of the project, with a focus on co-ordination, networking and mainstreaming, within the HABITAT agency, on country-level activities and in relation to partners and collaborators, to propose recommendations to address design, implementation, co-ordination and human resource management of the project, to propose recommendations towards a resource mobilisation strategy for the programme as well as to provide input into the process of developing a strategic vision and way forward for the programme....

Report of Mid-Term Review of the Operations of the Water And Sanitation Trust Fund  

This review is the first biennial mid-term evaluation being initiated by the Advisory Board of the UN-HABITAT Water and Sanitation Trust Fund which held its inaugural meeting in Nairobi during December 7-8, 2004. The primary objective of the Fund is to contribute to the achievement of the water and sanitation targets in the internationally agreed Millennium Development Goals (MDGs), particularly for the urban poor. The findings from the review are intended to be used to refine, adjust, and improve the directions and practices of the Trust Fund. They are also planned to be used to serve as an information tool for UN-HABITAT and fund stakeholders.

Review Of The Cooperation Between UN-HABITAT And The Government Of Norway  
The overall purpose of the review is to assess how well UN-Habitat is managing and implementing the cooperation agreement. The objectives are to twofold: (a) to assess the extent to which the mode of cooperation has formally functioned in accordance with guidelines and clauses in the Framework Agreement and (b) to assess the relevance, efficiency and cost effectiveness of the five activities supported by Norway.
