Evaluation of the Implementation of UN-Habitat's Medium-Term Strategic and Institutional Plan 2008-2013 (Evaluation Report 1/2012)

UN-Habitat's Medium-Term Strategic and Institutional Plan (MTSIP) 2008-2013 was adopted by resolution 21/2 of April 2007 of the Governing Council. The overarching goal of the plan is "to ensure an effective contribution to sustainable urbanization". Implementation of the MTSIP started in 2008 and comprises six focus areas, an Enhanced Normative and Operational Framework and cross-cutting issues of disaster management, gender mainstreaming and urban youth. The purpose of the evaluation was to provide an independent assessment of:

  1. The progress on achieving MTSIP focus area results over the 2008-2011 period; and
  2. Efficiency and effectiveness with respect to the attainment of the key MTSIP objective. The evaluation was carried out between November and June 2012 by two external evaluators.
The evaluation found that the MTSIP has rationalized and further sharpened the programmatic focus of UN-Habitat, brought about better alignment of programmes, and played a catalytic role in encouraging and enabling partnerships. The evaluation also identified lessons learned and proposed recommendations for improving the performance of the MTSIP.

Slum Upgrading Facility Pilot Programme End-of-Programme Evaluation (Evaluation Report 4/2011)

The evaluation assessed the performance of the Slum Upgrading Facility (SUF) and its associated projects in the four pilot countries: Ghana, Indonesia, Sri Lanka and Tanzania. The evaluation was requested by the donors of the SUF Programme i.e., the Governments of Norway, Sweden/Swedish International Development Cooperation Agency and the Department for International Development of the United Kingdom. It also responded to UN-Habitat Governing Council Resolution 20/11 which requested for an independent evaluation of the SUF pilot phase to inform decision making on how to proceed with the project. The evaluation found that one of the main outcomes of the pilot phase was the establishment of the local finance facilities which represent an important innovation that has the potential for impacting the lives of millions of slum dwellers, not only in the four pilot countries but throughout the developing world.

The Network is supported by a project implemented by UN-Habitat and funded by the Swedish International Development Cooperation Agency (SIDA) and the Government of Norway. The evaluation found that the GLTN had made impressive progress in achieving its expected outcomes, given its limited staff base and the short time in which funding has been available to implement activities. Further efforts are now required to reach national governments and those designing land projects.

Review of UN-Habitat's Participation in the Delivering as One UN Initiative (Evaluation Report 5/2011)

The review covers the opportunities and challenges of UN-Habitat's participation in the Delivering as One (DaO) United Nations Initiative, and makes recommendations for a more rational, coherent and effective participation. UN-Habitat is currently active in six pilot DaO countries: Cape Verde, Mozambique, Pakistan, Rwanda, Tanzania and Vietnam. The review was requested by the UN General Assembly, for consideration by Member States, and conducted by two independent consultants during the period from March to June 2011. A key finding of the review is that effective participation of UN-Habitat in joint programming has the potential to enhance its visibility and sharpen its comparative image. It also finds that establishment of National Urbanisation Committees or National Urban Forums with membership drawn from the Government, civil society groups and the private sector will be important to position the urban agenda at country level, and that UN-Habitat Headquarters should streamline its structure and working modality to enable it to "deliver as one".
