There are more people under the age of 25 today than ever before; nearly three billion or almost half of the total global population. The majority of our youth is living in cities and towns in the developing world where nearly 90 per cent of the world’s urban growth is taking place. It is estimated that as many as 60 per cent of all urban dwellers will be under the age of 18 by 2030, with a significant percentage of this growth being the result of youth migrating to urban areas. The theme of this year’s International Youth Day, “Youth Migration: Moving Development Forward”, has never been more relevant or more needed.

Cities are the greatest legacy of humanity and the greatest achievement of our civilization. Around the world and through the centuries cities have endured and survived wars, famine, natural disasters, epidemics, crumbling empires, and the disappearance of the gods, kings and queens for whom they were built.

It gives me great pleasure to welcome you at this World Urban Campaign event. We, from UN-HABITAT, together with a range of partners representing millions of actors across the world, would like to share with you information on recent developments with regard to joining global efforts on a very urgent agenda. On behalf of my organization, I wish to convey sincere appreciation to you all for accepting our invitation, particularly at this critical time when the Shanghai Expo is almost reaching its climax. I would like also to thank members of the World Urban Campaign Steering Committee who have managed to attend this occasion representing more than 50 partner groups and constituencies who have been engaging with the Campaign in the past 15 months.

This year, World Habitat Day falls during the month when demographers predict our planet's seven billionth inhabitant will be born. The future that this child and its generation will inherit depends to a great degree on how we handle the competing pressures of growing population growth, urbanization and climate change.

For more than half a century, most countries have experienced rapid urban growth and increased use of motor vehicles. This has led to urban sprawl and even higher demand for motorized travel, with a range of environmental, social and economic consequences.

As our world grows predominantly urban, World Habitat Day provides an annual opportunity to reflect on how we can make our towns and cities better places for all. With the theme "Better City, Better Life", this year's observance highlights the actions and policies that can improve well-being for the billion people who live in slums and other sub-standard housing around the world.

It is my pleasure and honour to welcome you all to the opening of this session of the Governing Council of UN-Habitat. Your Excellency, President Kibaki, we are delighted to welcome you to the United Nations Compound for the third time in less than two months. In spite of your heavy schedule, you have decided to be with us today. This is clear testimony of your personal support and of the support of the Government of Kenya to both UN-Habitat and UNEP, the two UN agencies headquartered here in Nairobi.

Today, just over half the world’s people live in urban areas and it is predicted that the number of urban dwellers will rise to 70 per cent by 2050. Cities and towns are sources of development if they are well planned and governed but when they are not they can become spaces of insecurity and conflict. The urban poor are more exposed to crime and violence than the rich, and since women make up the majority of the urban poor they are more exposed to risk.
