The subject of land in Africa is both a critical and a sensitive one. UN-HABITAT’s global mandate covers all human settlement, although we are often known as the agency for cities. In the cities of the developing world, slum upgrading is one of our key tasks where security of tenure and land are of critical concern.

The submission before you was prepared in close consultation with Governments, in accordance with Governing Council resolution 19/2 that requested me to consult the Committee of Permanent Representatives and take full account of the members’ views in preparation of this document.

It is indeed an honour to be here with you today on my first visit to Lebanon. The excellent and warm hospitality that I have witnessed since my arrival is only paralleled by the dynamism I have seen in all aspects of daily life and the numerous achievements in urban renewal, housing construction and local economic development. The reconstruction of Beirut and of Lebanon, in such a short period of time, is nothing short of impressive. Like a Phoenix from the ashes, it demonstrates that where there is a will there is a way.
