SECURITY OF TENURE IN URBAN AFRICA: WHERE ARE WE, AND WHERE DO WE GO FROM HERE  

The subject of land in Africa is both a critical and a sensitive one. UN-HABITAT’s global mandate covers all human settlement, although we are often known as the agency for cities. In the cities of the developing world, slum upgrading is one of our key tasks where security of tenure and land are of critical concern.

The twenty-first session of the Governing Council of UN-HABITAT met this week on the cusp of enormous change, both in the United Nations system and in our new urban era. Our new Secretary General, Mr. Ban Ki-Moon, has followed our proceedings closely. Indeed, as the Executive Board of the United Nations meets, my Deputy, Ambassador Inga Björk-Klevby is in Geneva to brief the Secretary General and the Board on these important deliberations and to explain how the cause of human settlements has entered centre stage on the international agenda. For 2007 will go down in history as the year in which half of humanity was living in towns and cities.

Conference on Land in Africa: Market Asset or Secure Livelihood?

Let me at the outset congratulate the organisers of this conference, namely the Royal African Society, the Natural Resources Institute and the IIED, for choosing such a critical topic and for bringing together people who want to help Africans to take their rightful place in the world. I thank you for inviting me to participate in this important conference and meet such distinguished company.

It is indeed an honour to be here with you today on my first visit to Lebanon. The excellent and warm hospitality that I have witnessed since my arrival is only paralleled by the dynamism I have seen in all aspects of daily life and the numerous achievements in urban renewal, housing construction and local economic development. The reconstruction of Beirut and of Lebanon, in such a short period of time, is nothing short of impressive. Like a Phoenix from the ashes, it demonstrates that where there is a will there is a way.

I would like to congratulate the organizers of these two parallel events for selecting the theme, Sustainable Cities: Leadership and Governance. And so without a moment’s delay, allow me to publicly honour Minister Mentor Lee Kuan Yew for the vision in turing this great city into one of the world’s models when it comes to leadership, governance, and I will add, sustainability.

Je formule le voeux que l’occasion me sera bientôt donnée de venir sur place et dans un proche avenir, constater les progrès que feront, j’en suis persuadée, les deux campagnes.
