wish to begin my speech by acknowledging the leadership role taken by the Government of South Africa and His Excellency Thabo Mbeki, President of the Republic of South Africa, in promoting international development issues. It was only recently that the Government of South Africa hosted the World Summit for Sustainable Development and today the Commonwealth Local Government Forum Conference.

This event is a unique opportunity for me to meet directly with those who are among our most important partners and those for whom UN-HABITAT is dedicating most of its effort. They are the urban poor who live in precarious situations, in unhealthy slums and also unfortunately, very often, in areas that are prone to risks. They are also the local authorities who struggle to provide to their citizen a decent and safe shelter.

Every year since 1985, when it was first designated by the General Assembly, World Habitat Day has been celebrated on the first Monday of every October. On this day we are asked to reflect on the conditions of the living environment or our habitats, focusing on the state of human settlements and on progress made, and persistent and new challenges for their sustainable development. This year it has been decided that we should reflect on the theme of city to city cooperation.

This event has been a resounding success and I wish to thank all those persons, both behind and in front of the scenes, who have made this event possible. The effort involved in conceptualising and organising such an event is considerable and I can appreciate the sacrifices of time and personal convenience that have been made. In my opening speech I particularly mentioned the staff from the Ministry of Urban Development and Poverty Alleviation.
