It is my pleasure to welcome you to this signing ceremony. It marks the first step in our efforts to implement the Experimental Reimbursable Seeding Operations and other Innovative Financial Mechanisms to catalyze investments in pro-poor housing, related infrastructure and upgrading.

I am honored to be here today at the Third Annual Glocalization Conference. For me, as the head of the UN agency for human settlements, also known as the City Agency, it is indeed very impressive and inspiring for me to see such a powerful gathering of Mayors, representatives of corporations, the World Bank and sister agencies in this eternal city of Rome. Let me take this opportunity on behalf UN-HABITAT to congratulate you all, The Glocal Forum, mayors and local leaders from around the world, on this conference of great relevance to an urbanizing world.

Today all over the World, in various regions and countries, in cities, towns and villages, in churches, mosques and temples, in social halls and youth clubs, we are all celebrating the International Youth Day whose theme this year is “Dialogue and Mutual Understanding”. For me this is an auspicious day, as it is the twenty-fifth anniversary of International Youth Year, first held in 1985, and the final time I address you as Executive Director of UN-HABITAT.

This twenty-second session of the Governing Council of UN-HABITAT comes to a close with a better and a deeper understanding of the critical role of affordable housing and sustainable urban development than ever before. This is of the utmost importance to us all as we enter a period of uncertainty over the increasing effects of climate change, and a period of economic downturn that threatens to roll back many of the recent gains in attaining the Millennium Development Goals.
12th Session of the Commission on Sustainable Development (CSD-12) - Interactive Discussion with Heads of UN Programmes and Agencies : Meeting Basic Needs in Human Settlements

I am honoured and privileged to lead the discussion on Human Settlements in this segment of CSD-12, along with my distinguished colleague Mr. De Soto. As I have stated before at other sessions of this Commission, Human settlements provide a concrete context for this action. The Struggle for achieving the Millennium Development Goals for water and sanitation will have to be waged in human settlements - in our cities, towns and villages.

12th Session of the Commission on Sustainable Development (CSD-12) - Interactive Discussion with Heads of UN Programmes and Agencies : Responding to the Challenges

At the opening session of the CSD last week, I had begun by congratulating Hon. Minister Borge Brende for bringing in new vision, vitality and innovation to the CSD process. I would like to reiterate here that it is due to his efforts, and the efforts of CSD Bureau members and the secretariat, the CSD process has now become much more broad-based, integrated and action-oriented than before .
