High Level Segment of ECOSOC: On the role of the United Nations system in supporting the efforts of African countries to achieve sustainable development

I have great pleasure participating in this year’s ECOSOC High-Level Segment. The theme of this year’s High-Level Segment - Promoting an Integrated Approach to Rural Development in Developing Countries for Poverty Eradication and Sustainable Development - is of utmost development importance.

I wish particularly to commend with great enthusiasm the creation in December 2005, of the Ministry of Youth Affairs to ensure that the concerns of young people remain at the top of the national agenda. I also wish to congratulate those ministers from other countries who are with us today. I hope they too will follow Kenya’s lead here.

It gives me great pleasure to celebrate the global festivities of World Habitat Day this year from this beautiful city of Naples. Naples is a gateway to the Mediterranean, and renowned centre of history, culture, art – and urban and architectural splendour. The planning of settlements such as Pompei, just down the road from here, still guide and inspire us in our quest for liveable cities. So it is with a special word of appreciation to Your Worship, Ms. Iervolino Russo, the Mayor of Naples, for so generously offering to host this important annual event.

Our drive for sustainable urbanisation is perhaps the most important challenge facing humanity at the dawn of our planet’s new urban age. And this occasion marks the first time that key decision makers from the world’s most populous region are gathered in quest of a new vision for sustainable cities by the year 2020.

It is a great honour for me to appear before you today, in my capacity as the Executive Director of the United Nations Human Settlements Programme (UN-HABITAT), to address the first meeting, in 2007, of the Group of 77 in Geneva. As some of you might recall I have had the pleasure of appearing before your meetings at the time I served as the UNCTAD Director for the Office of the Least Developed, Land-locked and Island Developing States. I was also serving at the time as the Executive Secretary of the Third UN Conference for the Least Developed Countries. I have always been gratified by the strong support, which the Group of 77 has always extended to the weaker among them. So I am pleased to be back. And I would like to take this opportunity to wish all of you everything of the best for 2007

This session of the Governing Council has before it some very important issues and equally important decisions to make. For this reason, we have been working arduously with the Committee of Permanent Representatives and its Bureau to ensure that the programme and the organisation of work allows for a judicial balance between dialogue and decision making.

It gives me great pleasure to invite you to this meeting in Nairobi. It is a great honour for us that you are gracing the United Nations headquarters in Africa with your presence here. As you know, there are four headquarters of United Nations in the World. After New York, the main headquartes, we have Geneva and Vienna. Nairobi is the only UN headquarter in the developing world. Today we find ourselves gathered here at the home of the United Nations Environment Programme, the agency that works to protect our planet’s natural environment, and UN-HABITAT, the agency of which I am the Execuctive Director which works for the built environment. This meeting could have been held elsewhere in this wonderful city, and so it is with a special word of appreciation to Your Excellency, President Kibaki, that we in the United Nations Office at Nairobi extend to you our thanks.

I am honoured to be part of the deliberations of this high-level panel on south-south cooperation. South-south cooperation is a centrepiece of UN-Habitat’s mandate and way of doing business. It has been so since the adoption of the Habitat Agenda by member States in Istanbul 1996. This global plan of action calls for enhanced cooperation, transfer of technology, and the systematic exchange of knowledge, expertise and experience at all levels to meet its twin goals of “shelter for all” and “sustainable urbanisation”.

I would like to start by thanking the Royal Town Planning Institute for inviting me to address you today. I would like to congratulate the Institute, and particularly Jim Claydon, its President, and Robert Upton, its Secretary-General, for giving a high profile to issues of international development in your Convention. I understand Robert is unwell and I wish him an early recovery. I would also like to acknowledge Clive Harridge, your Immediate Past President, whom I had the pleasure of meeting at the World Urban Forum in Vancouver last year. The RTPI made a powerful contribution to the Forum, a gathering of over 10,000 people from around the world, and its effort was crucial in putting planning back on the international agenda, from whence it has been missing for at least the last twenty years.

Statement from Anna K. Tibaijuka Under-Secretary-General and Executive Director UN-HABITAT On the occasion of the closing of Housing and Property Claims Commission (HPCC)  
Pristina, Kosovo
UN-HABITAT welcomed the invitation from the Special Representative of the Secretary-General, Mr. Kouchener, in mid-1999 to assist the UN Mission in Kosovo to address a range of issues including local governance, rebuilding a land administration system and infrastructure in Kosovo, and developing the means to ensure restitution for people who lost their properties, and to help regularize informal transactions during the decade from 1989 to 1999. It is the celebration of the handover of the last case resolved by the Housing and Property Directorate and the Housing and Property Claims Commission that we are here for today, and I am proud that UN-HABITAT has been recognized for its contribution in to this most deserving endeavour.
