Let me first say how honoured we all are for your presence Mr. Director General and how grateful we are for the unparalleled support that you have extended to the United Nations and to other International Organisations participating in the Shanghai World Expo 2010.

It gives me great pleasure to welcome you to the opening session of the 21st session of the Governing Council in my current two capacities. Firstly, as the Director General of the United Nations Office at Nairobi, UNON, a responsibility bestowed upon me by the Secretary General last year after Dr. Klaus Toepfer retired. Speaking in that capacity, it is with great pleasure that for the second time this year, we are honored to welcome you, President Mwai Kibaki, to our UN Compound. Your personal presence is a testimony to the important support you are giving to the work of the UN in general, and in particular to the business covered by the UN environmental agencies headquartered here, namely UNEP and UN-HABITAT.

As the regional arm of the United Nations in Asia and the Pacific, UNESCAP strongly supports this initiative, which complements the Asia-Pacific Urban Forums and Ministerial Conferences that UNESCAP has been organizing since 1993 on issues related to urban development and housing.

As we discuss the issue of preventing man made disasters and natural
disasters, it is natural for me to focus on the first part -the man made
disasters -because that is where my own personal experience is from. In the
course of the years I have been engaged in trouble shooting in Africa and Asia.
Europeans, too, are perfectly able of generating manmade disasters
even in our own time and some of my experience comes from Europe.
