I wish to open my remarks by saying thank you to International Council for Caring Communities for calling this important conference. A century ago, we did not live as long as we do today because we did not live as well. We did not have the social, medical, and political means, let alone the basic human rights many of us - but by no means all - enjoy today. And the world was far tougher. It is wonderful that so many more of us can expect to live to a ripe old age now. Perhaps by the year 2050, and fifty years beyond, we may be able to take a longer life more for granted. Certainly we will have better technology.

It is with great pleasure that I address the concluding session of the launch of the campaign for good urban governance in India. This event has been a resounding success and I wish to thank all those persons, both behind and in front of the scenes, who have made this event possible. The effort involved in conceptualising and organising such an event is considerable and I can appreciate the sacrifices of time and personal convenience that have been made. In my opening speech I particularly mentioned the staff from the Ministry of Urban Development and Poverty Alleviation.

I am honoured to be part of the deliberations of this high-level panel on south-south cooperation. South-south cooperation is a centrepiece of UN-Habitat’s mandate and way of doing business. It has been so since the adoption of the Habitat Agenda by member States in Istanbul 1996. This global plan of action calls for enhanced cooperation, transfer of technology, and the systematic exchange of knowledge, expertise and experience at all levels to meet its twin goals of “shelter for all” and “sustainable urbanisation”.

We are gathered here today to exchange experiences on the Delivering as One experience and deliberate on how to overcome current challenges and move forward towards a more coherent UN system. This is a bold and ambitious endeavour. I would like to congratulate the Government of Mozambique for pioneering the idea of this seminar, which was then endorsed by Member States in their 2007 resolution on the Triennial Comprehensive Policy Review (TCPR).
