I am very excited to be back in Uganda. Last year I was here in April when I had the privilege to address the commonwealth meeting on Africa’s urbanization crisis. It is an honor and a privilege for me to be here with you today at this Commonwealth Youth Forum I wish to congratulate the Commonwealth Youth Council for organizing this youth forum which will provide a platform for young people to contribute to the Commonwealth and the Commonwealth Heads of Government agendas. I am pleased that this forum also provides an independent platform for youth representatives to consider their agenda at the same time as the Commonwealth Heads of Governments Meeting.

As the Commissioner-General of the United Nations Pavilion, I would like to use this occasion to reiterate the commitment of the United Nations family to participate in the international dialogue on Better City, Better Life, known throughout the globe as the Shanghai World Expo.

PLANNING NEEDED AS COMMONWEALTH CITIES DOUBLE IN SIZE IN A GENERATION  

By 2025, UN projections suggest that almost 1.2 billion people will be living in the Commonwealth’s urban areas. Today the figure is about three-quarters of a billion. Every day it increases by 65,000.

As we discuss the issue of preventing man made disasters and natural disasters, it is natural for me to focus on the first part -the man made disasters -because that is where my own personal experience is from. In the course of the years I have been engaged in trouble shooting in Africa and Asia. Europeans, too, are perfectly able of generating manmade disasters even in our own time and some of my experience comes from Europe.
