It is an honor and a privilege for me to be here with you today at this Commonwealth Youth Forum I wish to congratulate the Commonwealth Youth Council for organizing this youth forum which will provide a platform for young people to contribute to the Commonwealth and the Commonwealth Heads of Government agendas. I am pleased that this forum also provides an independent platform for youth representatives to consider their agenda at the same time as the Commonwealth Heads of Governments Meeting.

PLANNING NEEDED AS COMMONWEALTH CITIES DOUBLE IN SIZE IN A GENERATION  

By 2025, UN projections suggest that almost 1.2 billion people will be living in the Commonwealth’s urban areas. Today the figure is about three-quarters of a billion. Every day it increases by 65,000.

In the course of the years I have been engaged in trouble shooting in Africa and Asia. Europeans, too, are perfectly able of generating manmade disasters even in our own time and some of my experience comes from Europe.

I wish to reiterate what the Secretary-General has stressed in his message to this Founding Congress: “the United Nations General Assembly recently decided that local authorities will participate in the deliberations of the Governing Council of UN-HABITAT, which is the UN focal point for Local Governments to strengthen its partnerships with governments in efforts to achieve the Millennium Development Goals”. This rule 64 of the Governing Council of UN-HABITAT represents a real breakthrough in the relations between the UN and local authorities.

I wish to open my remarks by saying thank you to International Council for Caring Communities for calling this important conference. A century ago, we did not live as long as we do today because we did not live as well. We did not have the social, medical, and political means, let alone the basic human rights many of us - but by no means all - enjoy today. And the world was far tougher. It is wonderful that so many more of us can expect to live to a ripe old age now. Perhaps by the year 2050, and fifty years beyond, we may be able to take a longer life more for granted. Certainly we will have better technology.

This global plan of action calls for enhanced cooperation, transfer of technology, and the systematic exchange of knowledge, expertise and experience at all levels to meet its twin goals of “shelter for all” and “sustainable urbanisation”.

Today, as cities around the world celebrate the achievements of women on International Women’s Day, UN-HABITAT gives full support to this year’s United Nations theme: “Women and men united to end violence against women and girls.”

It is a privilege to address you today on the eve of our 22nd Governing Council. I am delighted that you are standing by us at this important occasion. I am delighted also see Jan Peterson, Chair, Huairou Commission, and Ms. Sylvia Kinigi, the former Prime Minister of Burundi, in this distinguished audience.
