Mrs. Tibaijuka has asked me to apologise on her behalf for not being able to attend in person today because of another international commitment in her schedule. She has therefore asked me, as her representative, to deliver her message to this distinguished gathering on behalf of the United Nations. She wants me to share with you some of our views and insights on Civil-Military Cooperation in Disaster Management , the theme of this year's Golden Spear symposium.

Today, we are gathered to launch a new stage in the efforts of the United Nations and its partners to make our nations more resilient to the threats of natural catastrophes that devastate populations worldwide. I am proud of having been a part of events leading to this day, and look forward to continuing UN-HABITAT’s engagement with the Global Platform through to the achievement of its exemplary objectives.

I am so happy once again to speak to the youth of Kenya, as the leadership of this country under the mediation of FSG Kofi Annan are seriously and tenaciously charting out a strategy and a political compromise that will give a lasting solution to the crisis. I ask you all, right at the outset, to join me in observing a minute of silence and respect for those who have lost their lives in recent weeks. We pray also for those who have lost loved ones, their homes, property and their livelihoods.

Thirteenth Commission on Sustainable Development

I am honoured and privileged to participate at the opening of the 13th session of the Commission on Sustainable Development to report on the outcome of the twentieth session of the Governing Council of the United Nations Human Settlements Programme (UN-HABITAT) held during April 4 to 8, 2005 in Nairobi. I thank H. E. Ambassador Ashe, the Chair of this session for his presence at our Governing Council.

UN-HABITAT’s mandate to achieve ‘Adequate shelter for all’ and ‘Sustainable human settlements’ presents a formidable but often forgotten challenge for the international community. In the context of the effective implementation of the Habitat Agenda and the Millennium Development Goals, UN-HABITAT is asked to strengthen local authorities, community organizations and non-governmental organizations so they may be more effective in the spheres of education, health, poverty eradication, human rights, social integration, and infrastructure.

Let me start by expressing my warm appreciation to the UN Division for the Advancement of Women, for graciously giving me the opportunity to address you all today. I would like to extend my congratulations to Ms Rachel Mayanja on her appointment as Assistant Secretary General, and Special Adviser to the UN-Secretary General on Gender Equality and the Advancement of Women.
International Meeting to Review the Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States

I am honoured and privileged to participate in this high level segment to review the implementation of the Barbados Programme of Action for the Sustainable Development of Small Island Developing States (SIDS). At the outset, allow me to express my heartfelt sympathy and solidarity to the governments and peoples of those Asian and the East African countries, who were affected by the terrible tragedy of the Tsunami that struck the region several weeks ago. This tragedy is a grim reminder to all of us of the vulnerability of coastal regions, particularly the Small Island Developing States
