EMIS stands for Environmental Management Information System. EMIS consists of formalised steps to capture information, as well as fixed procedures to retrieve it. An EMIS covers the gathering of all relevant information for the Environmental Planning and Management (EPM) Process. It includes collection of information about various environmental issues facing a particular city, supports Issue-Specific Working Groups processes, supports strategy formulation and action planning, including mapping, and covers the gathering of information necessary for institutionalisation of the EPM process.

EMIS is a participatory information system for managing the collective know-how of relevant stakeholders. As a tool for urban management, it concentrates on the interactions between environmental resources and hazards, and development activities. An EMIS supports different tasks in urban management decision-making such as project design, site selection or investment planning.

The information gathered in an EMIS is stored in archives, databases and maps.

Ibadan, Nigeria: Base map

The EMIS Unit of the Sustainable Ibadan project in Nigeria developed the Ibadan Basemap from old topographic maps and updated them with satellite imagery. A Basic map shows typical features such as built-up areas, agricultural areas, rivers, and road network. The EMIS Unit used the Basic map to develop thematic maps, and maps to illustrate the water wells and waste management strategies developed in the Environmental Planning and Management process.
