As we all know, access to affordable, modern energy services is a pre-requisite for sustainable development and poverty alleviation, and, more specifically, for achieving the Millennium Development Goals (MDGs). Lack of access to reliable, safe and environment-friendly energy is a strong constraint on human development.

Humanity stands at a turning point in history. The year 2007 will see, for the first time, the majority of human beings living in cities. And by 2030, three-quarters of the world’s population will be living in urban areas.

I am very excited to be back in Uganda. Last year I was here in April when I had the privilege to address the commonwealth meeting on Africa’s urbanization crisis. It is an honor and a privilege for me to be here with you today at this Commonwealth Youth Forum I wish to congratulate the Commonwealth Youth Council for organizing this youth forum which will provide a platform for young people to contribute to the Commonwealth and the Commonwealth Heads of Government agendas. I am pleased that this forum also provides an independent platform for youth representatives to consider their agenda at the same time as the Commonwealth Heads of Governments Meeting.

We have chosen the theme, Planning our Urban Future, for World Habitat Day 2009 for a simple but very important reason: In many parts of our world urban planning systems have changed very little. Indeed, they are often contributors to urban problems rather than tools for human and environmental improvement.

I am honoured and privileged to address this welcoming session of this International Seminar on Sustainable Public Transport for Africa. Before starting, I would like to request a one-minute silence in honour of our dear colleague, Brian Williams who passed away almost one month ago. Brian was a highly respected professional and an acknowledged expert in his field of energy and transport. He was also a very loving and caring fathers.

The theme of this year’s observance of World Habitat Day, Planning our Urban Future, is meant to underscore the urgency of meeting the needs of city dwellers in a rapidly urbanizing world.
