"The Global Campaign is implemented as a flexible advocacy instrument to accommodate diverse political, economic, and socio-cultural dimensions. In addition, independent, programmatic activities have been undertaken, in support of the Campaign. The extent of the implementation of the Campaign varies from locality to locality, country to country and region to region.

The Nineteenth Governing Council, appreciative of the results of the Global Campaign for Secure Tenure requested in Resolution 19/3, UN-HABITAT and Governments to support technically and financially the activities of the Campaign. The Executive Director in her letter of July 2003, invited governments in cooperation with other Habitat Agenda partners, to initiate and encourage debate on the principles of secure tenure and urban governance at the national and local levels. She further encouraged governments, in cooperation with other Habitat Agenda partners, to utilize the advocacy instruments of the global campaigns to accelerate efforts at the national and local levels, to introduce legislation, promote policy reform strengthen institutional arrangements and build consensus on security of tenure".
