Background
In support of the United Nations County Support Team (UNCST) process, a joint UN project “Strengthening Capacity of Local Administration”, was created in September 2006 to build capacity of local administration in assessing, planning, coordinating and raising resources for, and delivering essential services in support of the consolidation of civil authority and recovery. Working closely with other UN partners, the project focuses on 3 areas: 1) Restoring functionality of county administrative offices / transportation, 2) Developing capacity of county officials and 3) Strengthening data and information management in the counties. CSTs have also played an important role in supporting the Government’s decentralization efforts and provide an innovative and integrated mechanism which greatly facilitates the UN “At Work Together” through a “One UN” approach. UN-HABITAT has been invited by UNDP to join this initiative by bringing its local governance capacity building expertise to oversee the implementation of a range of capacity building tools, methodologies and processes and ensure their effectiveness, relevance and overall sustainability.
Objectives
- To impart the knowledge, skills and attitudes which appointed and elected leaders require for better civic leadership, positive interaction with their central government agencies, local authority officers and non-governmental and community-based organizations, and for effective local development and management.
- To create a pool of resource institutions who can facilitate Local Economic Development through (LED) strategic planning and implementation within the context of the national PRA and CDAs
- To improve county level public financial management by building the competencies of accounting staff, service managers and local leaders to understand and evaluate their financial conditions, understand financial policies and planning principles as well as managing their operating budgets.
Target group
Ministry of Internal Affairs, Ministry of Planning, County based development and administrative managers including Supritendents and Deputy Supritendents
