While women and men experience the urban environment and use urban services and spaces differently, women’s needs and priorities are often overlooked in public policies and programmes. This is partly because the poor, especially women have fewer opportunities to express their needs and organise effectively to demand better provision of services. This coupled with lack of gender awareness, gender analysis, and gender budgeting skills at the city and local administration levels makes support for gender equality, women’s rights, and empowerment of women an imperative for sustainable urban development. This is also necessary given the adverse impact on women in both rural and urban areas of the current global financial, economic and food crises, as well as, climate change.

Background

This Programme will support the operationalization of the Gender Equality Action Plan 2008-2013, which is a collective contribution by UN-HABITAT programmes and partners towards attainment of the Millennium Development Goals.  It responds to internationally agreed commitments to gender equality and women’s empowerment in human settlements particularly the Habitat Agenda, the Beijing Platform for Action, the Convention on the Elimination of the all Forms of Discrimination Against Women, the World Summit Outcome 2005, especially paragraphs 56(m) and 58, and the recent UN-HABITAT Governing Council Resolutions: GC Resolution 19/16 Women’s Roles and Rights in Human settlements development, GC Resolution 20/7 Gender equality in human settlements development, GC Resolution 21/9 Women’s Land and Property Rights and Access to Finance, GC Resolution 22/7 UN-HABITAT Work Programme and Budget 2010-2011 which requests the Executive Director to report on progress in implementation Gender Equality Action Plan. The development goal for the gender equality programme is to contribute to the attainment of the Millennium Development Goals 7 (environmental sustainability), Goal 3 (gender equality and women’s empowerment) and Goal 1 (poverty reduction) through enhanced specific women’s rights and gender mainstreaming interventions, which offer equal opportunities and equitable results for women and men, girls and boys. 

Objectives

  • To provide advocacy materials and evidence based information on gender and urbanisation, and support women’s networks and partners as change agents;
  • To promote women’s rights and gender equality through capacity building in gender mainstreaming into urban planning, management and governance;
  • To support development of pro-poor gender sensitive land, policies and regulatory frameworks;
  • To strengthen gender mainstreaming in all UN-HABITAT programmes and activities.
