There was a dramatic increase in numbers of displaced people in 2009 as a result of renewed
conflict in South/Central Somalia. The displaced people are exposed to extreme weather, attacks, and banditry. Girls and women are at risk of physical and domestic violence, including rape (raising the HIV risk). Unexploded ordnance and explosive remnants of war (UXO/ERW) also have become a risk near IDP settlements in South/Central Somalia. The displaced collectively live in settlements with urban poor, returnees and migrants which mostly are unplanned and overcrowded, with few basic amenities and lack of access to clean water and sanitary facilities.
IDP shelter mostly consist of structures made of non-durable materials (wood, sticks, plastic sheets, scrap-metal, cloth, cardboard) that provide inadequate shelter. Together with poor hygienic conditions, this exposes families - in particular women, children, and elderly - to communicable diseases like respiratory tract infections, and environment-related diseases. The congested settlements, unsuitable-and highly inflammable materials, high temperatures and very strong seasonal winds enhance drastically the risk of fire, leaving many families homeless again.
The newly displaced are even in a more appalling situation: besides difficulty in obtaining adequate shelter, access to land is also a key problem with displaced being denied a place to settle, or forced to pay huge rents with no permission to put basic services or upgrade their shelter. In addition, random and sudden evictions by land owners often occurs. Displaced depend also on natural resources and this often results in serious degradation of the natural environment.

Background Somalia as a complex and prolonged emergency, requires a longer term approach going beyond initial rapid emergency response and where possible promotes durable shelter settlements linked to livelihood opportunities. All actions have a strong protection focus. Shelter settlement activities cannot be dissociated from broader settlement conditions hence, must be clearly linked and integrated with other activities like water-and sanitation, solid-waste management, energy, education, and health. Adequate attention must be given to integrate the logistic and supply-chain complexity in project planning and implementation. In Garowe, the Government of Puntland has set allocated 150 hectares on the north-east of the town, an average 1000 meters from the town periphery and alongside the main Garowe river to durably resettle 1109 IDP families ( 6760 persons) living in three IDP settlements that are located central in the town along the river bed under very deplorable, unhealthy, and unsanitary conditions. The focus in Garowe will be on up-scaling durable, i.e. sustainable human settlement development. We will also work with authorities and other relevant stakeholders on secure tenure options for the Displaced. Sustainable Settlement interventions will be in line with larger urban planning exercises for the Puntland cities, setting the ground for sustainable urban development and slum prevention, and for full integration of IDPs, Returnees, Urban Poor and other Vulnerable Groups. Special attention will be paid to mainstream gender, children’s rights, HIV, environmental issues, and capacity building in all activities. - Provide durable shelter, safe water and sanitation, other basic urban services
- Provide job opportunities (livelihood); basic building skills capacity-building; space provision to enable micro enterprise activities.
- Provide secure tenure arrangements
Target group - 1109 displaced and vulnerable households in three Garowe IDP Settlements, approximately 6760 displaced persons
