In order to achieve its mandate as part of the Local Government Climate Roadmap process, ICLEI Africa, together with South African Cities Network (SACN) and United Cities and Local Governments (UCLG-A) and working closely with various other partners and key role players, hosted the African Local Government Climate Roadmap Pre-Copenhagen Summit.

The aim of this African Summit was to facilitate a horizontal and vertical mobilisation towards concrete action and a consolidated voice from African local governments regarding the UN Climate Framework. This was achieved by providing an accessible platform for African local governments to unpack the climate debate, the practical implications, priorities and needs for action at the local level and to gain an understanding of the role and position of Local Governments in the post-2012 Climate Framework negotiations.

Senior political and technical representatives for Local Governments and National Associations of Local Governments actively took part in this event.

The themes of the Summit were:

  • Climate Change mitigation and adaptation: understanding and translating these terms in an African Local Government context.
  • The role and position of African Local Governments in the post-2012 Climate Framework negotiations and outputs – engaging with the African Union structures including AMCEN, National Governments, the scientific community, Local Government networks, NGOs and development partners.
  • Local priorities, opportunities and obstacles for climate action on the ground.
  • Preparing a formal Local Government position among participants, in the form of a Declaration, to feed into the Local Government Climate Roadmap process (www.iclei.org/climate-roadmap), African (AMCEN) and Global processes towards the post-2012 Climate Framework.
  • Preparation for a strengthened African Local Government delegation to, and active participation in, the UNFCCC COP-15 in Copenhagen and associated events, also as part of African national delegations.
  • The post-Copenhagen African Local Government follow-up process: to maintain momentum, realise outcomes and ensure effective implementation across Africa at local level, while ensuring optimal access to climate financing mechanisms.
