The Urban Environmental Strategy for Brazil is part of a regional cooperation strategy between UNEP and UN-HABITAT for the execution of urban environmental assessments, GEO Cities, to be followed up by the formulation of Localizing Agenda 21 Action Plans and proposals for response projects.

 Background and Objectives:

The Urban Environmental Strategy for Brazil is part of a regional cooperation strategy between UNEP and UN-HABITAT for the execution of urban environmental assessments, GEO Cities, to be followed up by the formulation of Localizing Agenda 21 Action Plans and proposals for response projects. The initial selection of three cities for project implementation in Brazil was later extended to four at the request of the national partner ministries. This has enabled the achievement of a balance of experiences in the application of urban environmental planning instruments among municipalities formulating Participatory Master Plans and those preparing Environmental Vulnerability Assessments.

The objectives are to strengthen national and local capacity for improved urban environmental planning and management and to formulate a strategy for scaling up at the national level.

Activities:
The main activities include:

  • Executing capacity-building activities for local partners on the formulation of LA21, as well as GEO Cities, Participatory Master Plans (PDP) and Environmental Vulnerability Assessments (AVA).
  • Organizing capacity building workshops and production of planning instruments.
  • Organizing city consultations.
  • Formulating LA21 action plans and pilot projects.
  • Organizing national workshop.

Results:

  • GEO cities studies produced in the municipalities of Marabá, Piranhas, Ponta Porã and Beberibe.
  • Environmental Vulnerability Assessments formulated in Marabá, Piranhas, Ponta Porã and Beberibe.
  • Participatory Master Plans improved and new Participatory Master Plans elaborated in the four municipalities.
  • Guidelines for the application of LA21 and GEO Cities developed in harmony with Participatory Master Plans and Participatory Master Plans.
  • Guidelines for improved formulation of Participatory Master Plans and Environmental Vulnerability Assessments created.
  • LA21 Action Plans formulated and followed up on project proposals in two cities (Marabá and Ponta Porã).
  • Strategy for the scaling up of the urban environmental strategy at the national level drafted.
