The overall objective of the Cities Alliance for Dar es Salaam and its three municipalities is to work with partners to implement urban policy reforms and to prepare a citywide upgrading programme, which will improve the living conditions of the urban poor.

Background and Objectives:
 
The overall objective of the Cities Alliance for Dar es Salaam and its three municipalities is to work with partners to implement urban policy reforms and to prepare a citywide upgrading programme, which will improve the living conditions of the urban poor. The programme will be implemented in close collaboration with the Community Infrastructure Upgrading Programme (CIUP) financed by the World Bank and the National Local Government Reform Programme supported by several development partners.

It will review and operationalize urban upgrading policies and design a citywide action plan for the regularisation and upgrading of unplanned and non-serviced settlements, enable local governments to adopt and implement reforms necessary to allow a citywide approach. It will also strengthen the capacities of communities to organise and undertake broad-based initiatives to enhance poverty reduction and urban safety as well as design a long-term sustainable financing strategy for settlement upgrading. This strategy will maximise Dar es Salaam's leveraging potential through a combination of budgetary support, domestic investment, new revenue streams and international assistance.

Activities:

  • Prepare in a consultative manner a citywide strategy for the upgrading of all unplanned and non-serviced settlements in Dar es Salaam;
  • Prepare and develop a comprehensive map for the entire city for use in establishing locations and size of unplanned settlements;
  • Develop thematic maps to establish conditions in the settlements;
  • Carry out a social/economic study to establish living conditions in the settlements;
  • Prepare an action plan for upgrading the settlements;
  • Prepare and deliver a resource mobilization and financing strategy for resources to be applied in the investment phase;
  • Carry out capacity building exercises for the key actors;
  • Obtain consensus of the stakeholders at all stages of the programme;

Results:

  • A base map for the entire city is being produced;
  • A training and capacity needs assessment report has been completed;
  • Social/economic study on the settlements in Dar es Salaam produced;
  • An action plan for upgrading unplanned and non-serviced settlements in Dar es Salaam established;
  • A financing strategy for the implementation of the action plan produced.
