Global Campaign on Urban Governance: Progress Report Prepared for the World Urban Forum

This report reviews the progress made since the inception of the Global Campaign on Urban Governance, with emphasis on results achieved over the past six months and on how the campaign sees the way forward. The campaign aims to increase the capacity of local governments and other stakeholders to practice good urban governance and to raise awareness of and advocate for good urban governance around the world. The Campaign’s theme of inclusiveness reflects both the campaign’s vision and its strategy. The Campaign is implemented through a combination of regional strategies and “flagship products.” Through normative debate, the campaign seeks to develop and promote the fundamental principles of good urban governance at the global, regional, national and local levels. The report describes how significant progress has been made in popularizing these principles. The core of the campaign’s advocacy strategy involves national launches that raise awareness on how to apply these principles through practical measures adapted to specific contexts.  As described in the paper, these launches are an excellent vehicle to build partnerships and mobilize support for capacity-building, which occurs via the operational activities of regional offices, global programmes and partners, relying on training and institutional strengthening. The paper also reports on the knowledge management component of the campaign, focusing on lessons learned and the development of good urban governance toolkits, such as the toolkit on participatory urban decision making which is now being widely disseminated and adapted. The report illustrates how the above strategies are being pursued in India, the Philippines, Indonesia, the Pacific, Nigeria, Cameroon, Burkina Faso, East-Africa, Brazil, Nicaragua, Jamaica, and the Balkans. The results were achieved through the support and active involvement of UN-HABITAT and its partners, including global and regional Steering Group members. The report ends with a selection of topics for discussion for the 1st session of the World Urban Forum. These include: the relevance and implications of the notion of “the right to the city”, the need for tools to promote transparency in urban governance; the often difficult cooperation between local government and civil society, the articulation of linkages between good urban governance and urban poverty reduction, the importance to develop instruments that enable cities to measure progress towards good urban governance, and the role and capacity of local government associations.
