I wish to extend a special thank you to Mayor Joan Clos and the city of Barcelona, the people of Catalonia and the Government of Spain for their invitation to host this global gathering.

Introductory Statement to the Committee for Programme and Coordination (CPC)  

Thank you for giving me this opportunity to introduce Programme 12 on Human Settlements of the Proposed Strategic Framework for the biennium 2006-2007. The submission before you was prepared in close consultation with Governments, in accordance with Governing Council resolution 19/2 that requested me to consult the Committee of Permanent Representatives and take full account of the members’ views in preparation of this document.

It is indeed an honour to be here with you today on my first visit to Lebanon. The excellent and warm hospitality that I have witnessed since my arrival is only paralleled by the dynamism I have seen in all aspects of daily life and the numerous achievements in urban renewal, housing construction and local economic development. The reconstruction of Beirut and of Lebanon, in such a short period of time, is nothing short of impressive. Like a Phoenix from the ashes, it demonstrates that where there is a will there is a way.

It is my pleasure to welcome you to this signing ceremony. It marks the first step in our efforts to implement the Experimental Reimbursable Seeding Operations and other Innovative Financial Mechanisms to catalyze investments in pro-poor housing, related infrastructure and upgrading.

It is great honour for me to address this joint opening session of the Singapore International Water Week and the World Cities Summit. I would like to congratulate the organizers of these two parallel events for selecting the theme, Sustainable Cities: Leadership and Governance. And so without a moment’s delay, allow me to publicly honour Minister Mentor Lee Kuan Yew for the vision in turing this great city into one of the world’s models when it comes to leadership, governance, and I will add, sustainability.

Today all over the World, in various regions and countries, in cities, towns and villages, in churches, mosques and temples, in social halls and youth clubs, we are all celebrating the International Youth Day whose theme this year is “Dialogue and Mutual Understanding”. For me this is an auspicious day, as it is the twenty-fifth anniversary of International Youth Year, first held in 1985, and the final time I address you as Executive Director of UN-HABITAT.

This twenty-second session of the Governing Council of UN-HABITAT comes to a close with a better and a deeper understanding of the critical role of affordable housing and sustainable urban development than ever before. This is of the utmost importance to us all as we enter a period of uncertainty over the increasing effects of climate change, and a period of economic downturn that threatens to roll back many of the recent gains in attaining the Millennium Development Goals.
