This session of the Governing Council has before it some very important issues and equally important decisions to make. For this reason, we have been working arduously with the Committee of Permanent Representatives and its Bureau to ensure that the programme and the organisation of work allows for a judicial balance between dialogue and decision making.

Address by Mrs. Anna Tibaijuka, Under-Secretary-General of the United Nations, Executive Director of UN-HABITAT, to the United Nations Global Youth Leadership Summit
United Nations General Assembly
t is indeed a privilege to address this meeting of young leaders from all corners of the globe at a time of great change and upheaval in our world. You are gathered here also at a time of change in our own United Nations system, this great international body owned by its 192 member governments: our beloved Secretary-General, Mr. Kofi Annan is stepping down after 10 years at the helm of the organization. The fact that member governments granted him two terms as Secretary-General is sufficient testimony to his great leadership! Let us applaud him!

Address by Mrs. Anna Tibaijuka Director-General of the United Nations Office at Nairobi, and Executive Director of UN-HABITAT on the occasion of the 12th Summit of the Comesa Authority of Heads of State and Government
Nairobi
It gives me great pleasure to invite you to this meeting in Nairobi. It is a great honour for us that you are gracing the United Nations headquarters in Africa with your presence here. As you know, there are four headquarters of United Nations in the World. After New York, the main headquartes, we have Geneva and Vienna. Nairobi is the only UN headquarter in the developing world. Today we find ourselves gathered here at the home of the United Nations Environment Programme, the agency that works to protect our planet’s natural environment, and UN-HABITAT, the agency of which I am the Execuctive Director which works for the built environment. This meeting could have been held elsewhere in this wonderful city, and so it is with a special word of appreciation to Your Excellency, President Kibaki, that we in the United Nations Office at Nairobi extend to you our thanks.

Promoting South-South & Triangular Cooperation in Support of Sustainable Urbanisation By Anna Tibaijuka Executive Director, UN-HABITAT, Director-General, United Nations Office at Nairobi at the 15th Session High-Level Committee on South-South Cooperation
New York
I am honoured to be part of the deliberations of this high-level panel on south-south cooperation. South-south cooperation is a centrepiece of UN-Habitat’s mandate and way of doing business. It has been so since the adoption of the Habitat Agenda by member States in Istanbul 1996. This global plan of action calls for enhanced cooperation, transfer of technology, and the systematic exchange of knowledge, expertise and experience at all levels to meet its twin goals of “shelter for all” and “sustainable urbanisation”.

PRESENTATION by Mrs ANNA K.TIBAIJUKA, UNDER SECRETARY GENERAL of the UNITED NATIONS and EXECUTIVE DIRECTOR of UN-HABITAT to the PLANNING CONVENTION of the Royal Town Planning Institute
The QEII Conference Centre,Westminster, London
I would like to start by thanking the Royal Town Planning Institute for inviting me to address you today. I would like to congratulate the Institute, and particularly Jim Claydon, its President, and Robert Upton, its Secretary-General, for giving a high profile to issues of international development in your Convention. I understand Robert is unwell and I wish him an early recovery. I would also like to acknowledge Clive Harridge, your Immediate Past President, whom I had the pleasure of meeting at the World Urban Forum in Vancouver last year. The RTPI made a powerful contribution to the Forum, a gathering of over 10,000 people from around the world, and its effort was crucial in putting planning back on the international agenda, from whence it has been missing for at least the last twenty years.

Statement from Anna K. Tibaijuka Under-Secretary-General and Executive Director UN-HABITAT On the occasion of the closing of Housing and Property Claims Commission (HPCC)
Pristina, Kosovo
UN-HABITAT welcomed the invitation from the Special Representative of the Secretary-General, Mr. Kouchener, in mid-1999 to assist the UN Mission in Kosovo to address a range of issues including local governance, rebuilding a land administration system and infrastructure in Kosovo, and developing the means to ensure restitution for people who lost their properties, and to help regularize informal transactions during the decade from 1989 to 1999. It is the celebration of the handover of the last case resolved by the Housing and Property Directorate and the Housing and Property Claims Commission that we are here for today, and I am proud that UN-HABITAT has been recognized for its contribution in to this most deserving endeavour.

Message By Anna Tibaijuka Executive Director of UN-HABITAT and Director General of UNON On The Occassion Of International Youth Day
Nairobi, Kenya
I am particularly pleased by the theme of this year's observance of International Youth Day: "Be Seen, Be Heard” It is a most appropriate theme. With over 200 million youth living in poverty, 130 million illiterate, 88 million unemployed and 10 million living with HIV/AIDS, the case for a renewed commitment to working with youth for attaining the Millennium Development Goals is vital. Young people must be seen as equal partners in achieving these Goals and in realizing the Global Partnership Initiative. As you are all aware, we are at the halfway mark to the target date of 2015 for attaining these goals, and the time has come for accelerated action.

Address by Mrs. Anna Tibaijuka Under-Secretary-General of the United Nations and Executive Director of UN-HABITAT On the occasion of World Habitat Day
The Hague, Netherlands
World Habitat Day is the most important date on our international calendar. It is our occasion to remind the world, our leaders and our citizens, that the first Monday every October is an occasion to be ever alert and vigilant to the great urban changes sweeping our planet. And so it gives me great pleasure, and indeed great honour, to thank Your Worship, Mayor Deetman, for so kindly offering to host the 2007 global celebration of World Habitat Day in this wonderful and great city. In the same breath, I also wish the Honourable Ministers, Mr. Koenders, and Ms. Vogelaar, to know how deeply grateful we are for the continuing very generous financial and political support that the Government of The Netherlands has always shown the United Nations and especially, our agency, UN-HABITAT.

The year 2007 is a very special year. It marks a major turning point in human history. For the first time, half of humanity is living in towns and cities. We are at the beginning of a new urban era. And with this new era comes a new challenge, the challenge of sustainable urbanisation.

I thank you most sincerely for joining us here today in these very difficult times. Like a broken heart, Kenya is still bleeding in post-election violence and I ask you all, right at the outset, to join me in observing a minute of silence and respect for those who have lost their lives in recent weeks. We pray also for those who have lost loved ones, their homes and their livelihoods.
Opening Address by Mrs. Anna Tibaijuka Executive Director of UN-HABITAT on the occasion of the National Youth Forum on Safe Neighbourhoods as part of the National Youth Violence Prevention Week.
Nairobi
I am so happy once again to speak to the youth of Kenya, as the leadership of this country under the mediation of FSG Kofi Annan are seriously and tenaciously charting out a strategy and a political compromise that will give a lasting solution to the crisis. I ask you all, right at the outset, to join me in observing a minute of silence and respect for those who have lost their lives in recent weeks. We pray also for those who have lost loved ones, their homes, property and their livelihoods.
