We commend and welcome this timely initiative of Secretary General Ban Ki Moon and are pleased to highlight some key aspects of the issues from the human settlements perspective.

Humanity stands at a turning point in history. The year 2007 will see, for the first time, the majority of human beings living in cities. And by 2030, three-quarters of the world’s population will be living in urban areas.

Let me thank the Government of Jamaica and the Secretariat of MINURVI for giving me the opportunity to address you on this august occasion. I am delighted to be in this beautiful island nation, the birthplace of two great men who have left their mark in the history of liberation. I refer here to one of the pioneers of the Black Africanist movement, and to one of the greatest artist of our time who deeply influenced the cultural and music scene of Africa and the world with his songs of liberation. I am speaking about Marcus Garvey and Bob Marley.

I would like to start by offering my apologies for not being able to attend this meeting in person, which is a matter of some regret to me. I am afraid that the demands placed upon me by the UN system require my urgent presence elsewhere. Nonetheless, I would like to thank UNDESA and the Global Alliance for ICT and Development for taking this initiative which we are proud to be associated with.

I am honoured to appear before you today, in my capacity as the Executive Director of the United Nations Human Settlements Programme (UN-Habitat), to address this august assembly and to update you on our efforts to fulfill our mandate.

I am honoured and privileged to participate at the opening of the 13th session of the Commission on Sustainable Development to report on the outcome of the twentieth session of the Governing Council of the United Nations Human Settlements Programme (UN-HABITAT) held during April 4 to 8, 2005 in Nairobi. I thank H. E. Ambassador Ashe, the Chair of this session for his presence at our Governing Council.
