Chapter -. THEMES FOR THE EIGHTEENTH AND FUTURE SESSIONS
OF THE COMMISSION
(Agenda item 12)

A. Introduction

1. Committee II considered agenda item 12 at its 4th meeting, on 11 May 1999, and had before it the report of the Executive Director on themes for the eighteenth and future sessions of the Commission (HS/C/17/13). The Chair pointed out that, since there was no draft resolution on the issue, the Committee was expected to formulate a recommendation for consideration by the Plenary.

2. The representative of the Acting Executive Director briefly introduced the two proposed themes, on security of tenure and on urban governance, noting how they were closely linked to the strategic focus of the revitalized Centre. He further pointed out that the two themes directly contributed to the main substantive thrust of the proposed work programme, which focused on shelter for all and sustainable urban development. He also noted the usefulness of the two themes for the Commission's role in the preparatory process for the special session of the General Assembly for an overall review and appraisal of the implementation of the Habitat Agenda.

3. In conclusion, he said that the Committee was completely at liberty to choose alternative themes, if it so desired.

B. Discussion

4. No delegation requested the floor under the item. Accordingly, the Chair proposed that the Committee recommend that the two themes on security of tenure and on urban governance, and the corresponding draft outlines contained in document HS/C/17/13, be adopted for presentation to the Commission on Human Settlements at its eighteenth session. The proposal was accepted unanimously.
