Identifying priorities

After the community is organized and council members are elected the next step is to develop an action plan which identifies the problems and assesses the needs of the community whilst taking into account the different views of men, women, the elderly, youth, businessmen and other stakeholders. However, these community plans should also be compatible with plans of the local municipality. This involves:

  • Identifying priorities by community members (which can be different for specific groups)
  • Training in Community Action Planning and Community Mapping
  • Converting priorities into a community action plan (or neighborhood development plan)
  • Developing a budget according to the priorities identified by the community members
