Identified activities which will be undertaken between March 2006 and December 2007 are as follows:

  1. Organization and training of small scale private water vendors to better discharge their roles in the marketing of safe water supplies
  2. Facilitate and promote national and international solidarity for access of the poor to potable water and sanitation in urban area.
  3. Creation of innovative tools for water demand management (WDM), water quality improvement and appropriate water and sanitation technology options.
  4. Development of a water demand management strategy and improvement of the sanitation framework in the Bamako city.
  5. Environmental impact study in the catchment of river source for the water companies (EDM.SA) in the upstream of Djicoroni Para in Bamako.
  6. Implementation of governance and investment promotion mechanisms in AEP and in sanitation for disadvantaged areas in Bamako.
  7. Implementation of pilot sanitation measures in areas around the water company’s main water catchments on river Niger in Bamako to mitigate polluting actions.
  8. Information exchange, partnership, documentation and sharing of experiences at regional level.
  9. Public awareness campaigns on the social, environmental and economic dimension of potable water and sanitation in the Bamako city.
  10. Values-based water, sanitation and hygiene education (VBWSHE)
  11. Updating of monitoring indicators on progress towards the Millennium Development Goals for sustainable development of potable water and sanitation in Bamako.

The lessons learned and experiences from the different pilots and demonstrations will be documented made available for publication and public dissemination.


Immediate activities


The implementation of specific activities has been assigned to partners following cooperative agreements. These protocols define the framework for transparent collaboration for concrete realizations and outreach to the main beneficiaries, the poor.


CREPA Mali

They will oversee the following activities:

  • Ensure better water supply and sanitation conditions in five (5) schools in Bamako in relation with the values based water, sanitation and hygiene education programme.
  • Implementation of activities to provide adequate waste water and excreta management systems in two (2) commercial centers in the outskirts of the Bamako District under the programme to improve public sanitation, which is a priority of the national department of sanitation and pollution control.
  • Implementation of activities to provide drainage and domestic waste water treatment system in Djicoroni Para upstream of the water company’s raw water source in the Bamako District to protect the water supply source from excessive pollution.


Water Aid Mali

Its assistance will be based on the following:

  • social mobilization of partners in the WATSAN sector for the development of better vision of authorities and communities in participative decision-making;
  • Capacity building of private actors in the sales and distribution of water, namely support to small water vendors in the outskirts and those who have precarious supply of water. An advocacy will be undertaken to organize the framework of their work (availability of performing materials, organization, training and monitoring);
  • resource mobilization for access of the poor to water and sanitation services through the creation generation of solidarity funds at the national level: organization of telethons, provision of coins boxes at public places, deductions from funds collected at public events such as football matches);
  • achievement initiative of the Millennium Development Goals at community level (Water/Sanitation) through the monitoring of indicators and investments in the city of Bamako;
  • Promotion of Sanitation and Hygiene in schools in support to the Ministry of National Education and the Values-Based Water, Sanitation and Hygiene Education programme.


Regional Department of hydraulics and Energy, Bamako District (DRHE-DB)


As a state body, its support will help in the institutional development and the sustainability of interventions with a view on long term impact. It will include:

  • Advocating for national and international solidarity to access potable water and sanitation among the urban poor in close collaboration with Water Aid Mali.
  • Qualitative and quantitative monitoring of water resources through the establishment of an approach aimed at preserving the quality of water sold and produced (especially in the poor areas in Bamako);
  • Rehabilitation of 25 human operating water pumps and improvement of the organization and management to benefit the disadvantaged.
