Following the two day workshop conducted in Kathmandu from 16-17 January 2006 for developing a medium and long-term strategy to promote rainwater harvesting in Kathmandu Valley and other regions of Nepal, a Rainwater Harvesting National Steering Committee (SC) was formed on 12 February 2006. The 11- member SC is chaired by Mr. Purna Das Shrestha, Joint Secretary, Ministry of Physical Planning and Works (MPPW). NGO Forum for Urban Water and Sanitation has been appointed as the secretariat. The SC will have sub committees to handle rural and urban sectors and its issues. Members of the SC are:

- Department of Urban Development and Building Construction
- Department of Education
- Department of Water Supply and Sewerage
- Nepal Water Supply Corporation
- Municipal Association of Nepal
- Federation of Contractors Association of Nepal
- NGO Forum for Urban Water and Sanitation
In addition to the core committee, an advisory committee has also been formed with members comprising of UN-HABITAT, United Nations Children Emergency Fund (Unicef), World Health Organization (WHO) and Japan International Cooperation Agency (JICA).
