"UN-HABITAT played an important role in the establishment of United Cities and Local Governments (UCLG) as it was instrumental in the creation of WACLAC. UN-HABITAT has been committed to further strengthen its partnership with local authorities organizations at the local, national, regional and global levels. It is UN-HABITAT’s responsibility as the UN focal point for cities and local authorities to work closely with UCLG to make the voices of the urban poor heard at the international level. During a special session on 17 September 2004 in Barcelona, which was co-organized by UN-HABITAT and UCLG and devoted to the theme of “Local Governments, Partners for Development”, the Executive Director and six leading mayors selected by UCLG signed an “Agreement of Cooperation” aimed at expanding the collaboration between the two partners on issues such as: (i) the Global Campaign on Urban Governance, (ii) the Global Observatory of Local Democracy and Decentralization, (iii) the Urban Millennium Partnership – Localizing the Millennium Development Goals, (iv) the international dialogue on Decentralization, and finally (v) UNACLA itself"
