The Rules of Procedure of UNACLA were adopted at its inaugural meeting in Venice, Italy on 24 January 2000.

At the 10th meeting of the Committee in Barcelona, Spain, on 12 September 2004, the Rules of Procedure were revised primarily in order to adapt to the new reality emerging from the creation of the United Cities and Local Governments (UCLG), then recently established as the global association of local authorities.

On 10 April 2011, during the global meeting of UNACLA in Nairobi, Kenya, the Rules of Procedures were further revised as a means for revitalizing the Committee and strengthening its relevance. The revisions provided for an increase in member and geographic representation, the adoption of yearly thematic work programs, and strengthening the link with UCLG by enabling the President of UCLG to concurrently serve as Chairman of UNACLA.
