The success of the Global Campaign on Urban Governance will in large part be determined by its ability to mobilize strategic partners behind the common banner of good urban governance. The Campaign's partnership strategy operates at four levels: global, regional, national and local. At the global level, a Global Steering Group provides overall strategic and policy guidance to the Campaign.
