Project description

 
The programme is addressing capacity building needs identified through UN-HABITAT-led Rapid Urban Sector Profiling for Sustainability (RUSPS), a diagnosis of urban conditions in the three countries. The programme aims to build capacities of local councillors, municipal staff, NGO/CBOs and local training institutions to carry out strategic planning and budgeting in a participatory manner, as well as to mainstream gender considerations in their decision-making and implementation. This will be achieved through improving local leadership and building the capacity of civil society actors to participate in and influence decision-making and implementation. The programme will combine and apply a number of participatory planning tools and governance methods in a sequential manner to best serve the specific needs identified in given local authorities and countries.

Background

Urban governance taking into account gender mainstreaming is a prerequisite for the eradication of poverty and the development of prosperous cities.Rapid Urban Sector Profiling for Sustainability (RUSPS) approach is based on a methodology developed by the European Commission and adapted by UN-HABITAT to focus on UN-HABITAT’s areas of interest in the urban sector. RUSPS focuses on assessing the operating policies, implementing capacities, regulatory and institutional frameworks of key urban institutions in central and local governments as well as of civil society organisations and other development partners that have a stake in the urban sector. In DRC, Mozambique and Senegal, the agreed priority interventions were identified for four different sectors: governance, slums and shelter, gender and urban environment and represent the background of this proposal. The “Capacity Building for Local Participatory Planning, Budgeting and Gender Mainstreaming Programme” builds on main concerns that were emphasized focusing on urban governance and gender. For governance, reinforcement of decentralisation processes and local authorities, establishment of a national training programme on planning and budgeting processes, project management as well as communication have been formulated
