|
The conflict in northern Uganda lasted for 20 years, causing the displacement of close to two million people, with a large percentage of the IDPs moving to larger urban areas such as Gulu (in Acholiland) and Lira (Lango region). This put immense pressure on the host communities with overcrowding of IDPs and creating informal settlements on communal and private land as well as erosion of social basic services such as schools, clinics, and infrastructure. Environmental degradation has also taken place as trees have been cut for firewood, building material and charcoal burning. The influx of IDPs into Gulu and Lira Municipality’s, with the establishment of informal settlements, is now showing signs related to urbanization with basic resources stretched to maximum. A number of IDPs have now turned into migrants, deciding to settle and re-integrate into urban life, seeking new livelihood opportunities and a hope for a better life. UN-HABITAT, building on its experiences from Kosovo, Somalia, Sudan and Liberia, will in collaboration with national and local governments, and other agencies supporting IDPs and host community, strengthen the capacity of local institutions to conduct urban planning, appropriate land registration and administration mechanisms; linked to settlement upgrading, access to livelihoods and environmental protection - for a participatory and sustainable reintegration of IDPs into Gulu and Lira Municipalities. |

Background
The programme aims at responding to the needs of Internally Displaced Persons and conflict affected communities for support to sustainable integration and recovery. This will be achieved through the following measures:
- Build and strengthen the capacity of Gulu and Lira Municipality in the areas of urban human settlement recovery planning and urban land management system,
- Facilitate participatory and transparent urban governance mechanisms,
- Develop strategy and instruments to restore and scale up delivery of basic social infrastructure and services- with participatory stakeholder consortiums including host and integrated IDP communities,
- Integrate environmental issues in the urban development master plan and urban development programs,
- Develop a comprehensive environment conservation policy through wider consultation with different stakeholders, and facilitate partnership among key stakeholders to explore alternative fuel resources and building materials; and
- Conduct participatory identification of income generating activities, sensitization on livelihood related issues, linked to Business Development Service, markets and financial providers.
Objectives
- To strengthen the coordination of early recovery activities through identifying priority areas for intervention and supporting the capacity of national actors to manage and implement recovery process.
- To improve the livelihoods of returned IDPs through increasing access to micro-finance services and training opportunities.
- To increase the capacity of Lira and Gulu Municipality in the areas of urban human settlement recovery and urban land management system to ensure secured tenure for all and to strengthen participatory and transparent urban governance mechanisms.
- To develop strategy and instruments to restore and scale up delivery of basic social services of host communities and integrated IDP communities
- To reverse environmental degradation as a result of years occupation of IDP settlements on communal and private land.
- To facilitate sustainable economic development in host and integrated communities through participatory identification of income generating activities, sensitization on livelihood related issues with linkage to markets as well as financial providers.
Outputs
- Increased participation by all stakeholders in urban recovery planning and land management,
- Urban master plan developed to explore and understand the interrelationship between land use planning, transportation, energy, resource management and economic development,
- Sustainable basic services framework and delivery mechanisms established and developed by inclusion of all stakeholders,
- Enhanced delivery and management of basic infrastructure and services in the affected communities.
- The formulation of an environmental degradation support has reversed the environmental degradation,
- Community sensitized on value of conserving the environment, including alternative fuel resources and building materials; and
- Natural resource and land use plans developed and implemented towards improved management and protection of natural resources.
- Increased number of alternative livelihood activities, with linkage to markets and financial service providers established.
Target Groups
- Lira and Gulu Municipality, affected population and displaced individuals and families in informal urban settlements and host communities, with a particular emphasis on women and orphans
