Local Government Training Institutes have a key role to play in disseminating Climate Change related information to Local Governments to enable them to take the first steps in responding. Offering Climate Change specific training courses to Local Government trainers, the Training and Capacity Building Branch, in joint organization and facilitation by the Philippines Local Government Academy (LGA) and other partners such as UN-ESCAP and ICLEI, will hold a ‘Training of Trainers’ workshop from 8- 11 March 2010 at the training centre of the Local Government Academy (LGA) in Los Banos, Phillipines.

Participation in the workshop will be comprised of Local Government Trainers from the LOGOTRI (Network of Local Government Training and Research Institutes in Asia) network in the Philippines, the LOGOTRI network in Asia as well as partners from UN-HABITAT CCCI cities/countries in the region.

The workshop will be based on an introductory Climate Change Course termed STEWARD developed by the Philippines Local Government Academy and will benefit from the experiences of practitioners of the UN-HABITAT Cities and Climate Change Initiative (CCCI) pilot cities, especially the experience in the Philippines CCCI pilot city, Sorsogon to ensure that the training is as practical as possible.

The introductory course will outline why cities/local government need to address climate change, and provide an overview what the role of cities / local governments is in addressing Climate Change. The course will also introduce CCCI tools that provide further guidance on how to conduct Climate Change Assessments (vulnerability and GHG emission assessments), how to develop Local Climate Change Plans, how to make Carbon Credits work for local governments, and how to develop adaptation and mitigation projects.In order to strengthen the issue of climate change in planning education, the Cities in Climate Change Academy (CCCA) calls for Habitat Partner Universities (HPU), local universities and local continuous learning institutions to adapt their teaching curricula and research to incorporate the issue of cities in climate change and exercise action-research in CCCI partner cities.
