Background and objectives:

SIRP supports the formulation of national and local policies, as well as institutional mechanisms to reactivate the social housing sector (self-owned or rental supported schemes). Activities are organized along three components that are developed in an integrated framework: (1) settlement of refugees with the provision of 670 housing solutions and support for policy and institutional development; (2) social and economic integration of refugees and other vulnerable populations in local labour markets, improvement of civic behaviour and development of appropriate social schemes; and (3) capacity development of local self-governments with tools for local development planning and improvement of information systems.

The project’s objective is to ensure long-term settlement and integration of refugees and other vulnerable population through: (a) direct activities to improve living conditions; (b) building local capacities and operational instruments to cope with refugee integration issues; and (c) developing national capacities.

Activities:

Most activities at the local level are delivered through local partners with UN-HABITAT financial support and technical assistance spelled out through Cooperation Agreements. Other innovative elements of the programme include:

  • Architectural design competition to improve quality and raise awareness of social housing issues
  • Pilot projects on alternative social housing to develop diverse public- private partnerships and different forms of subsidized housing
  • Development of integrated local frameworks linking socio-economic development with information systems and integrated sector policies
  • Call for proposals for local socio-economic development and civic integration projects targeting refugees and other vulnerable groups.

Results: 

  • 520 new social housing units and 140 alternative social units programmed, contracted and initiated. Full process and methodology for selection of beneficiaries is completed through extended participatory process
  • Municipal/City Housing Strategies are prepared, based on European and international practice with tools and capacities for implementation
  • New Social Housing Law drafted with provisions for establishing National and Municipal Housing Agencies. Seven Municipal Housing Agencies established
  • Beneficiaries of housing units selected
  • National institutions and six municipalities are developing capacities and information tools to produce plans for local development and sustainable training facilities
  • Pilot local development projects selected through open calls for proposals
  • Pilot projects on Territorial Information Systems developed in six municipalities
  • Urban Poverty Reduction and Local Safety Coalitions established
  • Network for know-how and experience exchange established.
