The Global Land Tool Network (GLTN) is an international network of partners working to develop pro-poor land tools, which are measures for land reform, improved land management or improved security of tenure.  Its Secretariat is located within UN-HABITAT.  Land tools help officials to move from principles, policy and legislation on land to implementation of reforms.

But how can we judge if a land tool is responsive to both women and men’s needs?

GLTN has been working on an evaluation framework to assess the gender-responsiveness of land tools and to identify pathways for bringing about improvements.  This brochure presents an evaluation framework currently being piloted.
