Support to the preparation of Local Agendas 21 in Senegal

The project supports the cities of Saint Louis, Matam, Guedawaye and Tivaoune to develop and implement Local Agendas 21 and the city of Louga to consolidate its Local Agenda 21, which was developed with support from a previous project. Local teams are located within Municipal Councils and comprise a Local Coordinator, a Municipal focal point and a Technical Assistant.

Background and Objectives:

The project builds on experiences acquired during the Louga Local Agenda 21 project supported by the French government, which was successfully completed in 2003. Upon the request of the Senegalese government, a national replication project was formulated to support the preparation of Local Agenda 21 in the cities of Saint Louis, Matam, Guediawaye and Tivaouane.
 
Local teams are located within the municipal councils and are comprised of a local coordinator, a municipal focal point and a technical assistant. The project aims to mobilise local, national and international partners to jointly address key urban environmental problems in order to alleviate urban poverty. The project benefits the population of the cities, especially the urban poor who have limited access to natural resources and basic urban services and are the most vulnerable to environmental hazards.

The project aims to strengthen the capacities of medium sized cities to prepare their Local Agenda 21. It will consolidate capacity building and training capacities of the Institut Africain de Gestion Urbaine (IAGU) and national policies in the field of urban environment.

Activities:
Main activities include:

  • Establishing local terms and agreements signed with local authorities;
  • Conducting training sessions on environmental profiles, city consultations and working groups as well as project formulation;
  • Conducting environmental profiles and city consultations in all cities;
  • Developing strategies and action plans in all cities – working groups are operational;
  • Implementing demonstration projects.

Results:

  • Political support mobilized and local actors sensitised to the Local Agenda 21 approach;
  • Local leadership training conducted where 147 people were trained on the legal texts for urban environmental planning and management and 142 people were trained on local leadership;
  • A national working group was created to integrate the Local Agenda 21 approach into national guidelines on urban planning and environmental management.
  • Developing strategies and action plans in all cities – working groups are operational;
  • Implementing demonstration projects.
