The overall objective of the Shelter Recovery Project is to address the urgent emergency needs for shelter and laying the foundation for an integrated long-term sustainable recovery of the housing sector in each Atoll.

Background and Objectives:
The overall objective of the Shelter Recovery Project is to address the urgent emergency needs for shelter and laying the foundation for an integrated long-term sustainable recovery of the housing sector in each Atoll.

This project will undertake essential repairs and reconstruction of people’s homes and essential on-site services. It will be undertaken through community action planning and community contracting processes that will strengthen local governance mechanisms and re-start local economies complemented by private sector partnerships.

The capacity of the government will be strengthened to ensure informed decisions on a range of technologies, designs and partnership solutions. Construction technology for disaster-resistant structures will be integrated through community consultation, skills transfer and training programmes in partnership with the Maldives Government.

UN-HABITAT is managing the UNDP-funded Shelter Recovery Project and has brought in additional funds from the People’s Republic of China and the Government of New Zealand for physical reconstruction on a number of designated islands.

Activities:
Activities on each island include:

  • Repairing houses for tsunami-damaged homes on the authenticated list, based on the results of an independent damage survey.
  • Reconstructing destroyed houses on the authenticated list.
  • Installing appropriate water conservation and storage facilities.
  • Implementing an appropriate sanitation and disposal system.

Results:

  • The housing repair and reconstruction work completed on 14 islands (across 7 atolls).
  • 655 houses completed on 45 islands across 12 atolls.
  • Over US$15 million disbursed of the US$20.5 million mobilised for shelter activities in the Maldives.
  • UN-HABITAT together with the Ministry of Housing and Urban Development, provided an invaluable contribution to the national housing policy framework in December 2005.
  • Work on 2,105 houses on 31 islands across 12 atolls ongoing.
