Background and Objectives:
Ten years of Local Government Code implementation have shown that a number of Local Government Units (LGUs) are capable of demonstrating good local governance practices, but as these were not documented or shared, their impact on policy learning, application by other Local Government Units and professional learning remains limited.

The Local Governance Institutional Capacity-development (LoGIC) Facility was therefore developed in partnership with UNDP to strengthen documentation, sharing, policy learning and professional training.

This is done through a network of national and local capacity-development institutions which provide technical and financial support to Local Government Units who wish to replicate or adapt good practices, or use new and innovative tools to improve local governance in their areas. These capacity-development institutions also mainstream the lessons learned and advocate for improved local environmental governance.
 
The overall objective of this umbrella project, supported by UN-HABITAT/UNEP’s Sustainable Cities Programme, is to disseminate the lessons learned from its earlier UNDP funded Local Environmental Planning and Management project (L-EPM). This is done through the LoGIC Facility in order to strengthen the ability of local governments and their partners to improve urban environmental services and to help reduce poverty by targeting marginalised groups. 

Activities:
The main activities include:

• Document the Local Environmental Planning and Management project’s management process experiences and lessons learned, and disseminate these through the Local Governance Institutional Capacity facility.
• Support and strengthen the Local Environmental Planning and Management project’s implementation in the three demonstration cities of Lipa, Tagbilaran and Cagayan de Oro through the partner capacity-development institutions.
• Integrating the Local Environmental Planning and Management project into the city development planning processes.
• Disseminate the Local Environmental Planning and Management project’s process and experiences to other cities and local resource institutions sub-regionally.
• Integrate the lessons learned into national policy and local governance activities of Department of Interior and Local Government, as well as the curricular of the capacity-development partners.

Results:

• The Local Environmental Planning and Management project’s processes documented and lessons learned summarised in all three demonstration cities.
• Environmental profiles in Tagbilaran and Lipa updated, with new issue-specific working groups established to address emerging priorities.
• Environmental concerns mainstreamed into urban planning and management processes, including city comprehensive land use plans.
• Lessons from Cagayan de Oro being applied in three new cities.
• National sharing and policy dialogue workshops prepared.
