Background and objectives:
SOLSES, a rehabilitation program for refugee-impacted areas and communities, is an inter-agency partnership created to enhance livelihood security and well-being for people living in or adjacent to refugee camps in eastern Sudan. This is done through the environmental restoration of refugee-impacted areas and the rehabilitation of social and physical infrastructure.
The programme was successfully launched among the partners, donors and government representatives in September 2004 and UN-HABITAT and IUCN created a programme management unit for the management of SOLSES under a separate joint programme document. Within this partnership, UN-HABITAT is responsible for overall administration and funds management. The total budget is anticipated to reach US$11.6 million over a three-year period. UNHCR and UNDP have provided US$500,000 for 2005 towards the operation of the SOLSES PMU, with a similar amount for 2006. Additional funding is expected to be pledged by donors in due course.
Activities:
The main activities include:
Formulating a work plan through consultations with local authorities, local actors and communities;
Training local authorities in various aspects of urban governance;
Promoting local economic development, infrastructure maintenance and environmental management;
Promoting environmental protection and management through hands-on training of local communities and other local stakeholders.
