UN-HABITAT Somalia Programme

UN-HABITAT has been active in the Somali urban sector for more than 25 years. Project activities have evolved from targeting immediate local needs to more systematic attempts to address sustainable urban development through integrated human settlement programmes.

The UN-HABITAT Somalia Programme has three main components:

  • Urban governance, including legal and institutional reforms, strengthened municipal governance, and the role of civil society
  • Urban management, including strategic planning, land management, municipal finance, delivery of basic services, and local economic development
  • Project implementation in housing, basic urban infrastructure and services, and settlement upgrading for internally displaced persons (IDPs), returnees, and the urban poor

UN-HABITAT is currently active in the following sectors:

Shelter/IDPs:

  • Improvement of Living Conditions of IDPs in Jowhar and Baidoa (south central)
  • Improved Shelter and Basic Services for IDPs in Jowhar and Baidoa (south central)
  • Protection, Reintegration, and Resettlement of IDPs in Bossaso (Puntland)
  • Peace Building in Somalia (Somaliland and Puntland)
  • Integration of IDPs and Returnees: Shelter Construction and Employment Generation in Hargeisa and Garowe (Somaliland and Puntland)

Governance and Service Delivery:

  • UN Joint Programme on Local Governance and Decentralized Service Delivery (all three regions) The joint programme is a comprehensive approach to rendering local governments credible and professional service providers, increasing public investment in basic services, and strengthening civic awareness and participation in local decision making and development. UN-HABITAT's role within this multi-agency, multi-donor programme includes interventions in urban and land planning, management, and policies, including local by-laws and regulations; municipal finance reform and service delivery; district infrastructure rehabilitation; and establishing and building the capacity of local authorities and institutions such as the Somaliland Land and Urban Management Institute and Somaliland Municipal Association.
