Zambia has one of the highest urban populations in Sub-Saharan Africa, with about 34.5% of the total country population of 11 million people living in urban areas. The rate of urbanization has been unprecedented and has therefore exceeded the rate of infrastructure development and service provision, such as water supply and sanitation. Lack of access to safe water supply and sanitation in peri-urban areas is therefore a major contributing factor to poverty and frequent outbreaks of water-related diseases such as cholera. Previous studies have attributed unsustainable provision of water services to legalities associated with land tenure, low involvement of communities in decision making process, poor cost recovery and weak or unclear management structures and ownership of the water and sanitation assets in the community. Therefore most peri-urban areas remain poorly served.

Cost:
UN-HABITAT’s water and sanitation project in Lusaka will work to formalize sub district structures and integrate into district structures to implement the Peri Urban Water and Sanitation Strategy and Decentralisation Strategy. The programme will also work on densification and create overspill areas as well as to construct communal facilities in communal areas. In the area of urban catchments, the project will extend water borne systems and introduce on site sanitation. The programme will work to revise school curriculum, prepare materials and train teachers on water education. In the area of water demand management, the programme managers will work with partners to improve maintenance of equipment and metering.

  • Establish and strengthen decision making structures
    o Community: RDC, WASHE; District: D-WASHE; National: Multi Stakeholder Peri-Urban WSS Forum, Steering Committee
  • Improved sanitation
    o Construct latrines, communal sanitation facilities where necessary
    o Awareness raising and publicity
    o Extend community based SWM systems
  • Increased water provision and improved access
    o Water Demand Management, continue metering, leak detection and repairs/retrofitting
    o Improve existing systems - maintenance, power ratings, valves
    o Extension of piped system or construction of stand alone systems where necessary - water kiosks
  • Awareness raising and publicity
    o Water elite children and communities
    o Continue in basic level and extend into high school and teacher training
