Senegal was one of the countries to implement the first phase of the WAC Programme from 1999 to 2002. The water demand management component proved to be a great success and following the evaluation of the first phase, it was recommended that activities continue with provisions for consolidation and extension of the results achieved.

Negotiations were undertaken with the Senegalese authorities to define priority focus of interventions in accordance with objectives of the programme in the second phase and to take into account the priorities outlined by Senegal in the WATSAN sector. These priorities are defined in the strategy and National Water Supply and Sanitation Programme Action Plan for the Millennium Development Goals (MDGs) up to 2015. (PEPAM 2015).

The WAC II Programme in Senegal has been formulated under the strategic framework of PEPAM 2015, which reflects Senegal’s vision for the achievement of Target 10 of Millennium Development Goal 7, to halve the number of people without access to safe water and adequate sanitation by the year 2015.

UN-HABITAT held various meetings with the authorities of the government of Senegal to identify common points of interests between on-going development policies in Senegal and UN-HABITAT. A workshop to review and approve the Water for African Cities Phase II (WAC II) Programme document for Senegal was held on April 6, 2006 at the Novotel Hotel in Dakar.


Project Activities

The project activities for the WAC 11 Senegal programme include:

  • Evaluation of social connections and policies for public fountains and their impact on the poor
    A study will identify: (a) modes of interventions able to target poor localities and thus be able prioritize them for subsequent consideration of public resources; (b) specific technical solutions: use of small bore community managed sewerage systems, innovative technical solutions for water supply systems, joint planning for infrastructure and basic services provision for informal settlements (water and sanitation, electricity, liquid and solid waste management). This study will be conducted in consultation with technical operators and particularly the water company (SDE); (c) tariff measures aimed at subsidizing the cost of water at public water points in poor areas; (d) interventions to be undertaken the cost of follow-up actions.
  • Initiative for the improvement of access conditions to potable water and sanitation in Malike and Keur Massar, Dakar-Senegal. Malika and Keur Massa. These are communities where access to water and sanitation is very poor due to the type of settlements and the poverty level of the inhabitants. The initiative will include: (a) undertaking works for potable water with the involvement of the community under the supervision of water companies (SONES and SDE); (b) building wells and toilets in collaboration with ONAS and the national Hygiene Service; (c) setting up of a micro-credit facility (d) training of public water point public toilettes and wells operators
  • Extension of services to improve access to sanitation systems for the poor in Ngor, Yoff Et Ouakam- Dakar: In collaboration with PAQPUD (World bank funding), activities will include the following: (a) support about fifteen (15) households of poor populations to improve sanitation systems (b) providing the Ngor community with 6 public places of convenience and developing a micro credit facility to finance the sustainable management of the system. (c) defining an appropriate solid waste management system to be implemented in the community under an intercommunal framework (Yoff, Ngor and Ouakam); (d) equipping the community with a minimum of materials (trailers and small materials) for the operation of its waste management policy; (e) construct a 400 meter-long canal in reinforced concrete for storm water drainage in the extension area.
  • Consolidation of water demand management measures from Phase 1of the WAC Programme – reduction of water wastage and, extension to all public buildings. Urban water catchment management: Develop and implement a quality monitoring programme of water for Lac de Guiers. This initiative aims to encourage behavioural change towards hygiene, sanitation and the protection of the Lac de Guiers against human pollution through promotion of better waste water management.
  • Public awareness campaigns on the social, economic and environmental dimension of water and sanitation. All activities will be followed by sensitisation with a special focus on the most vulnerable classes namely the poor, women and children.
  • Values based water education: Extension of this component to schools, teachers training colleges and the promoting integration between schools and communities is a cornerstone of phase II.
  • Information Exchange: Exchange of information at all levels and with other partners will be strengthened.


Immediate activities

All sanitation activities in Ngor, Ouakam, Malika, Keur Massar began in April 2006. Memorandum of Understanding of these activities is currently undergoing final approval processes. Access to water in Malika and Keur Massar will be operational in July 2006. The NGO ENDA Public Water is already preparing for these interventions. The implementation of a value-based water, sanitation and hygiene education is currently ongoing through training activities and elaboration of teaching and learning materials.
