Getting Water and Sanitation to Poor Urban Communities

The rate of urbanization in Nigeria has outstripped the capacity of the local and Federal authorities to provide adequate basic services. The brunt of this shortfall in the provision of potable water and sanitation services is borne mainly by women and children, with adverse consequences to the individual well being. In Jos, this challenge is further compounded by the very rocky nature of the terrain. Nigeria requested to be included in the second phase of the Water for African Cities Programme in 2005 and Jos, the capital city of Plateau State was selected by the Federal Ministry of Water Resources as a participating city.

A validation workshop was held in Jos on 6-7 December 2005, to present the draft programme document and implementation plan to key stakeholders to get feedback from them. UN-HABITAT, members of the Plateau State Water Board, representatives of Longwa and Gwarandok communities, Water Aid and other non-governmental agencies, the Jos Metropolitan Development Board, the Plateau Rural Water and Sanitation Agency, the Jos South and North Local Government Areas, the National Water Resource Institute, Ministries of Justice Education and Women’s Affairs and the Plateau State Government were all represented at the workshop.


Planned Activities

The validated Programme Document identifies the following planned interventions in the targeted communities;

  • Improved access to safe water supply through network extension
  • Improved access to safe sanitation through the provision of public latrines and the mobilization of communities for better waste management and disposal
  • Enhanced pro-poor governance through capacity building at utility level and the strengthening of existing community management structures
  • Support of in-house sector reforms being implemented by the Plateau State Water Board and the development of a Water Demand Management(WDM) strategy for the board
  • Development of a Water, Sanitation and Hygiene Education curriculum in schools within the Plateau State and establishment of water education classrooms in four of the schools
  • Development and implementation of a sustainable and effective Adovocacy, public awareness and information exchange strategy
  • Development of an Urban Catchment management strategy for the Plateau State Water Board


Results Achieved So Far

  • A rapid gender assessment of the Jos Water Utility focusing on the conditions affecting poor communities in the settlements of Longwa and Gwarandok was conducted in 2005
  • The Water for African Cities programme has enabled the Plateau State Government to leverage further investment into the water sector in the state. The World Bank has earmarked US $ 5 Million to support reforms in the Plateau State Water Board
  • The community’s confidence in their role in the process has been enhanced and they have made commitments to meet certain obligations. Jos South Local Government has donated land to the Water Board for construction work
  • A cooperative agreement with WaterAID, an agency already actively involved in water projects in Jos, is planned to create synergy and build economies of scale for more efficient use of human and financial resources
  • The programme has helped improve community relations by helping to build bridges across language barriers and political parties affiliations
  • The State government has announced the allocation of N 100 Million (US $ 740,000) UB ITS 2006 budget as counter part funding for the Water for African Cities Programme. This represents 38 per cent of the total programme budget
  • The implementation of the WAC 11 Programme in Jos will support the Federal Government in its determination to meet the Millennium Development Goals for water and sanitation. Local targets have been set in the Plateau State Economic Empowerment Development Strategy which aims to improve access to safe water for 70 per cent of the population, and provide adequate sanitation to all by end of 2007
