Louga with 13,200 inhabitants is situated in a semi-arid region and is very vulnerable to draught. Its economy is based on trade, agriculture and cattle rising.

The Louga Local agenda 21 Project was launched in 2001.

The City Consultation took place in March 2002, focusing on the following issues:

• Community based solid waste management
• Urban mobility
• Prevention of HIV-AIDS

From July 2002, three Working groups were created around the three priority issues discussed during the City Consultation. These Working groups prepared issues specific strategies and action plans.

In October 2002, the action plans were discussed in community forums. By January 2003 priority projects were developed as project profiles and they were presented to a donors round table in March 2003.

Since 2004, under the Senegal National LA 21 Programme , the Louga Agenda 21 Project is being supported to develop and implement demonstration projects.
