Statement: Sustainable Urban Development cannot be achieved without the active involvement, participation and empowerment of citizens and communities.

Mission: To promote community participation in achieving a better built environment and stimulating local (economic) development.

Purpose: To build, maintain, and sustain community organizations which work collaboratively together to implement strategies and priority projects that result in meaningful change and increase the capacity of communities to effectively interact with government authorities.

People-Centered Approach

The Community Development Unit (CDU) builds on the experiences of UN-Habitat and other agencies in numerous countries and cities around the world to empower people through the organization, development and implementation of action plans for and by communities. The CDU also promotes the institutionalization of the People’s Process to bring people and local government closer together to achieve good local governance.
