This quick handbook was prepared through large consultations with experts from central and local governments, service providers and the civil society, including service users and poor and vulnerable groups. It doesn't bear any normative status and should be considered as a flexible instrument subject to adaptation to local circumstances and aiming at facilitating the coordinated implementation of the two sets of International Guidelines on Decentralization and on Access to Basic Services for All adopted by the Member States of the United Nations respectively in 2007 and 2009. It is particularly intended to support national governments and local authorities striving to adapt the guidelines to local and national circumstances in order to ensure access to basic services for all through improved decentralization framework.
