As the majority of those lacking adequate water and sanitation services are poor, delivering on international engagements and local mandates to increase access requires operators to be poor-oriented or 'pro-poor'. But what does it mean to be pro-poor and how do we do it? This session will explore what it means to deliver pro-poor service, how to measure it, and how public utility networks and WOPs can improve on and scale-up pro-poor approaches.
